1. Click here.
2. Log into your Stardoll account.
3. Click the Create and Invite button (it's at the right).
4. Make a random party name and make sure the box that says Open for All is checked. Then click Create Open Party.
5. A message should appear. Don't worry, making a party won't cost you anything once created. Click the Start Now button.
6. You should be redirected to your party room. Ignore it.
7. The skirt should be in a Zil Calinca bag in your suite.
